ULA & MPULA – Street Lighting Process Change

BILD Calgary Region Bulletin 2026 – 28

BILD has received the attached bulletin from the City of Calgary regarding changes to the current ULA Application Process.

Under the revised approach, ULA applications for street lighting shall include both the single party trench and the multi party trench. This replaces the current practice where street lighting submits a ULA application for the single party trench only, and provides a CAD file separately for ENMAX to incorporate into the combined MPULA application for all five utility parties.

Going forward, ULA submissions for street lighting projects will follow this format:

• The street lighting ULA application will include both the single‑party trench and the multi‑party trench, all on the same level (C-UTIL-LINE-N)
• ENMAX will provide a DGN copy of the MPULA file to the street lighting designer for coordination and verification.
• The street lighting ULA file and the ENMAX MPULA file will be reviewed by ROW Management and approved at approximately the same time. Note: this does not represent a process change, as ROW Management has historically cross‑referenced the street lighting and MPULA applications prior to approval.
