BILD Calgary Region

Bulletin – July 2, 2021

Tom Strangward, Senior Coordinator, Technical & Standing Committees

The Shallow Utility Consortium employs a Designated Party to coordinate, administer, and project manage its Joint Provisioning (4 Party) projects in URD and Multi-family Subdivisions in the City of Calgary.  As the Shallow Utility Consortium delivers a high volume of quality services, the Consortium and its members continue to engage its service providers and industry partners for consistent delivery and improvements.

As part of this continuous engagement, the Shallow Utility Consortium will be seeking Requests for Information, as an expression of interest for a third-party entity, to perform the role of the Consortium’s Designated Representative.  The Designated Representative acts as an agent for the Shallow Utilities Consortium and is generally responsible for URD program oversight and administration on behalf of the Consortium’s Participating Parties. The role is project managing and administering the Underground Shallow Utilities Workflow (USW) and related processes, which generally involves the overall program and project coordination, project delivery, construction management, survey, civil inspection, and administration of the deliverables that relate to URD Subdivision Development Projects and Residential Multi-Family Development Projects.

As part of this Request For Information, any entity expressing interest in participating in this process will be expected to demonstrate experience in the URD and Multi-Family development industry, but also provide a conflict of interest management plan with other business lines related to the third party’s organization.  An interested party will be required to provide information on relationships and business units within its organization that participate in the residential development management, planning, design, construction, or related services which may result in a conflict of interest, perceived or otherwise.

This Request For Information process will be administered by ENMAX Power Corporation on behalf of and as a member of the Shallow Utility Consortium.  Any party interested in participating in this RFI process should log into the GEP procurement site by clicking here and select Active Event 21-2698 RFI for Shallow Utility Consortium Designated Party.  You can also log into Alberta Purchasing Connection (APC) and look for the Opportunity Notice 21-2698 RFI for Shallow Utility Consortium Designated Party, where you will see the GEP procurement link.  Additionally, you may contact Mark Kefford, the Executive Director representing the Shallow Utilities Consortium.  Please do not contact any members of ENMAX Power Services Corporation or any of the Consortium members without the consent of Mark Kefford – Shallow Utility Consortium – mkefford@enmax.com.

The Shallow Utility Consortium members are executing this RFI to assess the market interest and approaches regarding the Designated Party role that supports the Shallow Utility structure.  It is not the intention of the Shallow Utilities Consortium to award a Contract following this RFI and the Shallow Utility Consortium and its members are not obligated to make any delivery adjustments or accept expressions of interest.  Evaluated expressions of interest and, if any, subsequent Proposal or Contract undertakings will be addressed outside of this RFI process.

For more information, please contact the Executive Director of the Shallow Utilities Consortium, Mark Kefford, at mkefford@enmax.com.
