| Subject: | Industry Bulletin: Class 1 Bicycle Parking & Mobility Storage Lockers – Council Update |
Following several months of Council deliberation, key changes related to bicycle parking and mobility storage locker requirements are moving forward for further consideration.
At the May 6, 2025 Public Hearing of Council, a proposal to amend Class 1 bicycle parking rates and remove the requirement for mobility storage lockers in select districts was defeated (6-6) as part of a broader Land Use Bylaw Housekeeping Amendment package. A subsequent attempt to reconsider the amendments on May 27 failed to reach the required two-thirds majority vote (9-5).
In response, the items were brought forward separately at the June 24 Regular Meeting of Council as a Notice of Motion, where Council approved the following:
- Class 1 Bicycle Parking Rate Reduction:
Motion carried 12-1 to reduce the requirement for Class 1 bicycle parking in multi-residential developments from 1.0 stall per unit to 0.5 stalls per unit. - Removal of Mobility Storage Locker Requirement:
Motion carried 10-3 to eliminate the requirement for mobility storage lockers in the R-CG and H-GO districts.
The proposed bylaw amendments are now expected to proceed to the September 9, 2025 Public Hearing of Council for final approval and implementation.
We will continue to monitor this file closely and provide updates as they become available. If you have any questions or feedback, please reach out to Robert Chwyl at (robert.chwyl@bildcr.com).
