Subject:Final Draft of the Calgary Plan Released

The City of Calgary has now released the final draft of the Calgary Plan, foundational document that will guide how Calgary will grow and change over the next 30 years. BILD Calgary Region and its members contributed over 700 comments on the initial draft (Version 1) last summer, and the City has responded to these comments.

Key Highlights from the City’s Response:

  • Implementation: 35% of comments focused on implementation—clarifying how policies will be interpreted, funded, or enacted.
  • Request for Explanation: 58% of comments sought background information on specific policies (e.g., rationale, justification).
    • Many of these comments prompted the City to rethink content, resulting in significant edits and detailed responses.
  • Evidence for Policy: 8% of comments requested empirical support for specific policies.
    • In addition to providing responses, the City made significant edits based on these requests, particularly where feedback sparked reconsideration of policy details.
  • Requested Edits: 35% of comments suggested specific edits, with 65% of those suggestions incorporated.
    • In housing-related areas, 86% of member suggestions were adopted.
    • The City reviewed all feedback and incorporated many comments, though some policies remained unchanged due to alignment with recent city initiatives (e.g., Downtown Strategy, growth management) or feedback from public and Indigenous engagement.
