| Subject: | Development Permit Exemption for Greenfield Rowhomes: Update & Resources |
As of September 15, 2025, rowhouses in developing communities may qualify for a Development Permit exemption if all Land Use Bylaw rules are met. This change will speed up housing construction and support a wider range of housing options.
The exemption only applies to developing communities: areas that are still being built or planned. These areas must have active development agreements that ensure City standards are met for infrastructure and drainage.
This change aligns with Home is Here: The City’s Housing Strategy and reflects one of the 12 Council approved recommendations from the citywide rezoning initiative. It aims to accelerate housing delivery in developing communities by streamlining processes and removing unnecessary steps wherever possible.
