The administration proposed Land Use Bylaw amendments to Infrastructure and Planning Committee on May 10. The amendments would enable development permit exemptions to buildings in all land use districts for building retrofits involving exterior insulation and cladding. To ensure compliance with the Alberta Building Code and applicable building occupant health, durability, and fire safety requirements, completed exterior insulation and cladding retrofits will continue to require a building permit review and inspection. The proposed amendments will expand exemptions to a broad variety of building types and scales in all land use districts. The proposed exemptions will not apply to buildings listed on the City of Calgary Inventory of Evaluated Historic Resources. In addition, the proposed amendments to the Land Use Bylaw includes new Land Use Bylaw definitions for climate adaptation, climate change, climate mitigation, and greenhouse gas and formalizes the Development Authority’s ability to consider climate adaptation and mitigation as part of a Development Permit condition for approval.

The Infrastructure and Planning Committee approved the recommendation.
