Numbering Sequencing Requirements for Development Phases
Public Infrastructure now accepts non-sequential numbering for the phases of development within the ownership boundary of a Developer. The phase numbers must match the numbers on the phasing plan, but the order the Development Agreements are entered into does not have to follow in phases sequential order.
This will reduce the number of revisions of phasing plans required by consultants and/or developers.
Developers and consultants need to provide Public Infrastructure with advanced notice of any major plan changes. Other changes in the phasing plan should also be presented to Public Infrastructure in a timely manner.
In cases where a split of a phase is dictated by the market, or changes to the development schedule (or other reasons), Public Infrastructure asks that the new phase’s number is one that follows the last number shown on the phasing plan.
For example, if there is a split required for phase 18 and there are a total of 44 phases on the phasing plan, the split-phase is given numbers 18 and 45. This will prevent having gaps in the overall phasing in the ownership boundary. Numbers 18A and18B are not acceptable for Public Infrastructure.
